If it is only for coal barges, and recreational uses, FILL IT IN.!!!!. Chicago can still pump sanitary wastes down the river though a pipeline. The great lakes are to important an asset to allow detieriation due to carp migration. Whatever the wastes are doing to the river are equally as serious.
