		<description>If the commercial advantage is paramount for the canals continuance it would be viable to spend the funds to make whatever changes are required to the canal to inhibit the carp migration. If it is only for coal barges,  and recreational uses, FILL IT IN.!!!!. Chicago can still pump sanitary wastes down the river though a pipeline.  The great lakes are to important an asset to allow detieriation due to carp migration. Whatever the wastes are doing to the river are equally as serious.</description>
