Port of Anacortes Seeks Construction Bids
Published on October 30, 2026The Port of Anacortes is accepting construction bids through 10:00 a.m. November 24 for redevelopment of Cap Sante Marina’s upland west-basin area, which includes the port’s joint effort with the city to build a waterfront event facility there.
The port published its invitation to bid on the Builders Exchange of Washington website, where prospective bidders can register and review detailed project drawings and contract terms.
The base bid package includes six major pieces, all located east of Q Avenue and west of the marina, including one piece dedicated to the roughly 12,000-square-foot event facility.
Other pieces of the project include reorganized parking in the central pier area south of 11th Street, reorganized parking and utility extension in the west-basin area between 11th and 9th streets, street realignment along Q Avenue, 9th Street, R Avenue and Market Street, street utility improvements and construction of a public waterfront park.
The project also includes preparing four sites for private development of restaurants and mixed-use retail spaces, a hotel and a mixed-use office or retail building.
If the port awards a contract to a bidder, it would allow that contractor to begin work no later than January 7, 2027, according to the bid package. The contractor would be expected to complete the work within 452 days, or by early April 2028.
According to the bid package, the redevelopment project is estimated to cost between $18 million and $20 million.
The city has agreed to foot the bill for 82% — an estimated $8.6 million — of the roughly $10.5 million cost to build the event facility.
The city plans to pay for that with a combination of grants, cash reserves from lodging tax revenues and municipal bond debt financed annually with a portion of the city’s lodging tax revenues.
